Written material supporting agenda items can be reviewed prior to each Board meeting at the public counter, 200 North Spring Street Room 355, between the hours of 8:00 a.m. and 4:00 p.m.
PUBLIC INPUT AT BOARD MEETINGS:
An opportunity for the public to address the Board on public interest items will be provided for up to two (2) minutes per person for a cumulative total of twenty (20) minutes. Testimony shall be limited in content to matters which are within the subject matter jurisdiction of the Board. The Board may not take any action on matters discussed during the public comment period.
The Board will also provide an opportunity for the public to address the Board on agenda items before or during consideration of the item for up to two (2) minutes per person for a cumulative total of up to ten (10) minutes.
Members of the public who wish to speak under public comments or on any item are required to complete a speaker card for each item they wish to address, and present the completed card(s) to the Executive Officer prior to the time the item is announced by the Chair. Speaker cards are available at the back of the Board Hearing Room. Failure to submit the speaker card in a timely manner may preclude a member of the public from speaking during the subject comment period.
VOTING AND DISPOSITION OF ITEMS - Items require a majority vote of the entire membership of the Board (3 votes) for approval.
Any member of the Board may move to "reconsider" any vote on any item on the agenda, except to adjourn, suspend the Rules, or where an intervening event has deprived the Board of jurisdiction, providing that said member originally voted on the prevailing side of the item. The motion to "reconsider" shall only be in order once during the meeting, and once during the next regular meeting. The member requesting reconsideration shall identify for all members present the Agenda number, meeting date and subject matter previously voted upon. A motion to reconsider is not debatable and shall require an affirmative vote of three members of the Board.
The Board rules provide that all items adopted by the Board will not be distributed or presented to the Mayor, or other designated office, until the adjournment of the regular Board meeting following the date of the Board action. A motion to send an item "forthwith", if adopted by three (3) votes, suspends these rules and requires the Board Secretariat to forward the matter to the Mayor, or other office, without delay.

- APPROVE the request for a 'variance' from the height limitation requirements of the Above Ground Facility Ordinance per Los Angeles Municipal Code Section 62.08.V.B; and
- AUTHORIZE MOBILITIE, LLC to install a 48-foot-6-inch-high wood monopole with antenna in the public right-of-way adjacent to 1545 South Pontius Avenue on the Massachusetts Avenue side of the lot.

- REVIEW and approve this tree removal permit request for five London Plane (Platanus x hispanica) trees for street widening. Tree replacements are required.

- CERTIFY the Board has reviewed and considered the information in the Final Environmental Impact Report for the new Los Angeles City Fire Station 39 at 14615 West Oxnard Street and find the information contained therein appropriately addresses the requested tree removals;
- FIND that this project will not have a significant environmental effect under the above described Final Environmental Impact Report (EIR) State Clearing House 2015031076 (SCH 2015031076) as the imposition of the mitigation measures described in the EIR and incorporated herein as project conditions, there is no substantial evidence the proposed project will have a significant effect on the environment pursuant to the City's Environmental Guidelines and is in compliance with the California Environmental Quality Act ;
- FIND the project's conflict with any local policies or ordinances protecting biological resources, such as tree preservation policies or ordinances is less than significant with the incorporation of mitigation measure 3.3.7.2, as contained in the EIR;
- ADOPT the State Clearing House 2015031076 (SCH 2015031076) Final Environmental Impact Report;
- SPECIFY that the Bureau of Street Services, Urban Forestry Division, located at 1149 South Broadway, is custodian of the documents of other material that constitute the record of proceedings upon which the Board's decision is based; and
- APPROVE the request for a no-fee tree removal permit for the removal of one Pink Trumpet Tree (Handroanthus impetiginosa) tree and one Mulberry (Morus alba) tree on Oxnard Street; and five American Sweetgum (Liquidambar styraciflua) trees on Vesper Avenue side. Tree replacements are required.
