- That the contract term be five years, with one five-year option to extend, subject to the duration of the Department of Recreation and Parks Concession No. 270.
- That 34 percent of the gross receipts from vending machine sales, or $9,838 per year, whichever is higher, be paid to the City in addition to a one-half percent of gross receipts for utilities and an annual sponsorship payment of $79.
- AUTHORIZE the DAS to:
- Deposit receipts into the Animal Welfare Trust Fund No. 859/06.
- Transfer any receipts for utility costs to Fund 100/06, Revenue Source Code 5301, Reimbursement From Other Funds, to reimburse the General Fund for utility costs.
- Spend the remaining contract receipts at DAS for one-time purchases and improvements.
- AUTHORIZE the Controller to establish a receivable and appropriation account titled Vending Sales, account number to be determined, within Fund 859/06 for the receipt and disbursement of funds.
- AUTHORIZE the DAS to prepare Controller's instructions for any necessary technical adjustments, subject to the approval of the City Administrative Officer (CAO); and AUTHORIZE the Controller to implement the instructions.
Fiscal Impact Statement: The CAO reports that approval of the recommendations within the August 15, 2014 CAO report will authorize the DAS to execute a contract with First Class to provide vending machine services at DAS facilities and will generate revenue to the Animal Welfare Trust Fund for one-time animal shelter purchases and improvements. The DAS estimates gross receipts of $9,838 per year, in addition to an annual sponsorship payment of $79 provided by the vendor. An additional 1.5 percent of gross receipts, estimated at $400 per year, will reimburse the General Fund for utility costs. There is no additional impact on the General Fund.

- REQUEST the City Attorney to postpone drafting the necessary ordinance changes to effectuate the CEQA Mitigation Monitoring fee until the DCP has completed their comprehensive fee study.
- DIRECT the Department of Public Works, Bureau of Engineering (BOE) and the LADBS to report in 60 days on the feasibility of the LADBS providing cashiering and accounting services on behalf of the BOE for development related activities.
- INSTRUCT the CAO to report in 60 days on the feasibility of establishing a special fund for the collection of development services related fees for the BOE and the Los Angeles Fire Department.
- DIRECT the CAO, with the assistance of the affected departments, the Department of General Services and the Consultant, to report in 60 days to the Municipal Facilities Committee with a plan to co-locate development services in the three existing Development Services Centers: Metro, Van Nuys, and West Los Angeles.
- INSTRUCT the CAO, with the assistance of the City Attorney and affected departments, to review existing surcharges applied to development fees and, if necessary, recommend modifications to existing surcharges or new surcharges to ensure sufficient funding is available to pay for special purpose activities.
- AUTHORIZE the CAO, or designee, to prepare Controller instructions and/or make any necessary technical adjustments consistent with the Council action on this matter and AUTHORIZE the Controller to implement the instructions.
Fiscal Impact Statement: The CAO reports that there is no General Fund impact. The source of funds is the Construction Services Trust Fund, which has sufficient funds to finance this eligible request. This expenditure complies with the City's Financial Policies in that collected surcharges on Construction Service Center transactions will be used to support this expenditure associated with the Construction Service Centers. The proposed fee increases and new fees have the potential to increase permit revenues to the level of full cost recovery, as directed during the Fiscal Year 2014-15 budget hearings. It is estimated that the proposed fees will result in the department's achieving full cost recovery for the services provided to private developers, reducing future burden on the General Fund.

Recommendations for Council action:

AUTHORIZE the City Planning Department, with the assistance and cooperation of the Bureau of Engineering and Los Angeles Department of Transportation (LADOT), to modify the street dedication requirements for street segments along Glendale Boulevard from the northern border of the CA-2 Freeway north to Silver Lake Boulevard, to accommodate a 56-foot wide roadway and 15-foot wide sidewalk and parkway, in that this portion of Glendale Boulevard is in the process of being reclassified from a Major Highway Class II to a Modified Secondary Highway pursuant to the Mobility Element update and such action is necessary for timely implementation of the infill small-lot subdivision project located at 2325 North Glendale Boulevard.

DIRECT the Bureau of Engineering, with the assistance of the City Attorney, LADOT, City Planning, and the Bureau of Street Lighting to work cooperatively with the project applicant through the B-permit process and to implement all required improvements within the existing half roadway width of 27 feet and a sidewalk and parkway width of 16 feet, all within a 43-foot half-width right of way for Glendale Boulevard in lieu of the existing standards.
